As it is acknowledged that the problem of small arms is highly attributed to poverty, SaferRwanda economically empowered the community as an incentive for voluntary surrender of Illegal firearms. In 2010, 30pigs were distributed in Kimonyi, 50 goats in Byumba, 40 in Mwili and 40 in Rweru.

Beneficiaries in target groups were mostly women and youth and have been organized into anti Small Arms Clubs as focal points for the sustainability of actions against illicit firearms.
